This Manifesto looks beyond the National Assembly elections and seeks, whatever the outcome, to ensure a partnership of equals between devolved and local government. Wales has a range of significant structural problems in key areas like education, social care, skills and the economy. The last few years has seen a range of indices in these areas moving in the wrong direction and this could be exacerbated with the sluggish process of economic recovery and deep cuts to the public finances. The recent agreement signed between the WLGA and Wales TUC shows that there can be a “Welsh Way” of doing business which is distinctive and beneficial.
