The Association published “The future role of Local Authorities in Education in Wales” in November 2002, a dynamic statement of the work of local authorities in education and a vision of their future role in the 21st Century. Since the publication the role of local authorities in the provision of education has changed, however the substantial and crucial role played by local authorities in the delivery of education remains.
The policy context within which local authorities in Wales work has developed quickly over the last 5 years. The publication of the Welsh Assembly Government key lifelong learning policy document, “The Learning Country” in 2001 and then “The Learning Country: Vision into Action” in 2006 has set the agenda for the development of education and lifelong learning in Wales for 10 years. These key documents set out the Welsh Assembly Government agenda for early years education, through Flying Start and the Foundation Phase, for 14 – 19 Learning Pathways and on into Further and Higher Education and training.
The role of the local authority and Welsh Assembly Government policy has also been influenced by the implementation of the Children Act 2004. The Act creates Children and Young Peoples Partnerships in local authority areas that will be responsible for the development of all services for children and young people.
