The Leadership Competency Framework for Local Welsh Government
Making the Connections and the Beecham review of local service delivery have set a direction for local government that highlights the importance of collaboration and a need to change the way in which public services are delivered. Both suggest that key to this is the need to build a world class workforce that is engaged and enabled to deliver truly citizencentred public services for Wales.
The Leadership Competency Framework for Welsh Local Government has combined the best of what already exists within each of our authorities with key themes from both Making the Connections and Beecham to build a framework that reflects not only the current but also the future of public services in Wales.
The framework is the result of collaboration between all of our local authorities and has involved a mix of Human Resource Directors, training and development professionals and our colleagues from PSMW in its development.
It is a resource, a tool to inform and compare developments within each of our organisations to assist the evolution of local frameworks. It is not an off the shelf product but a mechanism by which we can share our knowledge and
practice in this area by bringing all of our learning together in one place.
We must continue to invest in the management and development of our workforce if we are to succeed in delivering world class public services in Wales. We hope that the Leadership Competency Framework for Welsh
Local Government will prove to be an important resource in taking this agenda forward.
