Homeworking is a term used to define anyone who uses their home as a place of work. It covers two distinct types of economic activity: employees and business owners. In the local government context, the term ‘home worker’ is defined as an employee who, for a defined part or all of their contractual hours, is based at home for the purpose of carrying out their work with the agreement of their employer.
