The Revenue Support Grant is unhypothecated revenue funding given to local government by the Welsh Assembly Government. The funding is shared out between authorities on the basis of a population based distribution formula. This formula was reviewed ahead of the 2001-02 settlement following recommendations made by an independent review undertaken by Swansea University and Pion Economics.
The formula is kept under review by the Distribution Sub Group, a working group under the Partnership Council’s Consultative Forum on Finance (CFF). Each year DSG follows a remit and work programme as agreed by CFF.
The Revenue Support Grant is the main component of the Local Government revenue settlement, which comprises RSG and Non Domestic Rate income which together are known as Aggregate External Finance.
