The provisional Assembly budget was announced on 14th October 2003 with the provisional local government finance settlement following on 23 October 2003. This report analyses the impact of the settlement and considers the implications for the local authorities in terms of budgets and council tax setting for 2004/05. The report also considers what action, if any, the Association should be taking prior to the announcement of the final settlement, due on 3 December 2003.
