The key theme in the management and style of the WLGA is the political imperative given by members. This ensures that the WLGA is seen as the primary voice of Welsh local government and provides a clear political interface with the Welsh Assembly Government, UK Government and other bodies.
The main member structures within the WLGA are:
Group Leaders & Presiding Officers
Council
Consisting of 79 members, including at least two from each member authority, the Council meets four times a year, discussing strategic policy, appointing the senior office holders, including the Leader, Presiding Officer and Spokespeople, and agrees the budget of the WLGA.
Co-ordinating Committee
The Co-ordinating Committee includes the 22 leaders of each local authority, and a joint representative from each of the associate member authorities. The Co-ordinating Committee meets four times per year and carries out the executive function of the WLGA.
Management Sub Committee
The Management Sub-Committee, consisting of group leaders and presiding officers, meets on an ad hoc basis to determine matters of an administrative or managerial matter.
Political Spokespeople
The Council appoints Spokespeople who lead the work of the WLGA and represent the WLGA on specified portfolios including finance, improvement; employment issues; education; rural affairs, health, regeneration and social affairs.
Partnership Council
The Partnership Council is a statutory body where the National Assembly and Welsh local government jointly consider matters of concern, sharing objectives and complementary programmes of action. The Partnership Council meets quarterly and includes elected members from local government, the National Assembly for Wales, Community Councils, National Park Authorities, Fire Authorities and the Police Authorities.
