The Assembly Government published the long-anticipated Proposed Local Government (Wales) Measure in July 2010. The Measure is one of the longest and most detailed yet to be introduced to the National Assembly for Wales. It has been informed by previous WAG policies and consultations, including: A Shared Responsibility (2007); Are we being served? (2009); Local Government LCO 2009; and the consultation on Scrutiny and Political Structures (2009). The Proposed Measure covers a broad range of issues including:
- Powers/duties promoting local democracy and participation in local government
- Changes to executive structures and overview and scrutiny arrangements
- Proposals regarding Development, Remuneration and Support for Councillors
- Powers/duties to develop the role of community councils in Wales, including partnership arrangements with local authorities
- Powers for Ministers to issue statutory guidance on collaboration between local authorities
