This is a professional group of serving officers comprising Principal Youth Officers within the 22 local authorities in Wales. The term “Principal Youth Officer” means the Officer nominated by each Local Authority who is the professional head of the Youth Service.
The Group has an established role in advising on the strategic development and delivery of Youth Services and other associated initiatives on behalf of Local Authorities in Wales.
The purpose of the Group is to provide a considered, co-ordinated and professional contribution to the development of Youth Services and associated initiatives in Wales. This purpose is achieved through the following functions:
- To enable effective communication on matters relating to the Youth Service and Youth Work in Wales, at strategic and operational levels;
- To share examples of good practice in relation to specific developments;
- To ensure that the Youth Service and Youth Work in Wales has an appropriate profile at strategic and political levels;
- To undertake specific tasks in response to particular developments as the need arises;
- To offer a means of professional support for Principal Youth Officers and other Youth Work Managers as appropriate;
- To produce responses to consultation documents and to other developments, on behalf of the Youth Service and Youth Work in Wales;
- To keep abreast of new and emerging Policy developments as these relate to the Youth Service and Youth Work in Wales.
- To devise responses to cross-cutting themes/issues/work areas.
All Wales Early Years Advisers (AWEYA)

AWEYA’s aim is:
- to maintain and develop a view of effective Early Years practice which will enable us to speak with one voice in influencing issues of education and care as they affect Wales;
- to ensure that quality education is caring and quality care is educational;
- to be advocates for the young child;
- to be a learning organisation using research and comparative studies to further develop practice;
- to enhance the Welsh identity; including promotions of its language and culture;
- to promote high standards of provision and practice across Wales.
The activities of the Association are developmental and include:
- sharing of expertise and experience across the 22 LEAs in Wales;
- participating in training with outside providers;
- promoting and sharing new developments;
- liaising with other agencies e.g. Early Years Development and Childcare Partnerships;
- providing consultation and advice to external bodies on issues relating to Early Years education.
Outdoor Education Advisers Panel (OEAP)

OEAP(Wales) formed in February 2005 as the home nation sub-panel of the larger and well established OEAP (England and Wales). OEAP Wales has a remit to advise / collaborate with ADEW, WAG, WLGA, Estyn, ACCAC and other relevant bodies to provide guidance and training on standards of safety and quality in Outdoor Education and educational visits in Wales.
We are an independent Panel made up of experienced, knowledgeable professionals who advise and support their LEA(s) in matters relating to Outdoor Education and Educational Visits. Full members of the Panel are those who are nominated by and represent their LEA(s) Director(s) of Education.
Objectives of the Group are to promote the interests of participants in outdoor education by:
- promoting outdoor education in Wales.
- providing a forum for the sharing of good practice and the discussion of current issues of professional interest to members.
- providing advice and support in matters relating to outdoor education in Wales.
- providing a mechanism for the representation of members’ views to other relevant bodies.
- assisting members in their role by producing good practice guidance, training courses and materials for member LEA’s to adopt or adapt.
Community Learning Wales

Community Learning Wales is the umbrella organisation for adult and community learning, which is delivered and supported by local authorities in Wales. They provide support to enable enriching and flexible learning opportunities to take place in communities throughout Wales. The work of Community Learning Wales is key in progressing the educational and learning agenda as set out by the Welsh Assembly Government in “The Learning Country.”
Community Learning Wales works in partnership:
- At a strategic and national level with policy makers and other providers of learning
- At a local level with local voluntary and community groups
The key objectives are
- To develop the capacity of individuals and groups to improve the quality of life in their communities.
- To enable individuals to fulfil their potential.
- To make learning local and easily accessible.
- To support all individuals to access learning that meets their needs - whatever they might be.
