A Council that has effective mechanisms for measuring, managing and critically reviewing health improvement across the authority, focussing on the organisation’s purpose and objectives and on outcomes for citizens, will have features that include:
- Health improvement is integrated with other strategies and with the authority’s business and service planning cycles
- Constructive use of scrutiny function with partners to review and influence important local decisions and to jointly tackle health inequalities
- Information on strategy and performance is communicated effectively and honestly within the organisation, to stakeholders, and to citizens
- A balanced performance management framework for health improvement exists, drawing in routine performance measurements as well as shared outcome measures and a small number of bespoke indicators
