WLGA / LGA: Police and Crime Commissioners - A Guide for Councils

In 2012 the Home Office will begin the process of replacing police authorities in England and Wales with directly elected police and crime commissioners (PCCs). This will have a considerable impact on local authorities:

  • There will be a mutual duty on PCCs and community safety partnerships (CSPs) to cooperate
  • CSPs and PCCs will need to give due regard to each other’s priorities when drawing up the police and
    crime plan (in the case of the commissioner) and their strategic assessments (in the case of CSPs)
  • From 2013 funding of CSPs will transfer from the Home Office to the PCCs

To help councils prepare for these changes, the Welsh Local Governmen Association (WLGA) and Local Government Association (LGA) has prepared the guide below. The guide

  • explains what the role of police and crime commissioners will be
  • sets out what they mean for community safety partnerships
  • looks at the implications for partnerships of PCCs commissioning community safety services
  • examines the role and responsibilities of police and crime panels.
