This report was commissioned alongside a survey and report which sought to understand how LAs are currently fairing with regards to reporting on the end destinations of their waste materials. This discussion paper has been prepared separately in order to reflect on the survey findings in more detail, and on the implications that the findings may have for LA reporting on end destinations.
