Local government is a huge provider and commissioner of services such as education, environmental health, housing, social services and many more, all of which benefit the local community. Because of this wide range of services, councils need to employ people in many different professional and occupational areas. Local Government in Wales employs around 160,000 people across 22 councils - that’s 1 in 8 of the Welsh workforce.
Local government faces increasing challenges, not only as a result of tighter finances but also from the need to change and continuously improve ways of working and increased demands placed on many frontline services. And while the collaboration agenda offers the potential for improved service quality and value for money, delivery is labour-intensive.
The local government workforce is central to the success of the improvement agenda and local authorities need to develop and maintain skills, develop excellent managers and leaders who are able to get the best from the workforce, and creating a culture where staff can feel valued and motivated at a time of pay restraint and constant change.
The WLGA Employment Team supports Welsh councils on workforce issues by: 
- Facilitating the development and sharing of best practice and learning.
- Providing advice and guidance on employment law and terms and conditions issues.
- Working with authorities on skills, competencies and workforce development and planning.
- Supporting authorities in working collaboratively on workforce issues.
- Helping maintain effective industrial relations and partnership working.
- Working with a range of partners to address and promote workforce issues across the Welsh public sector.
- Acting as the Employers organisation for Welsh local government.
