The WLGA European Office regularly receives partner search enquiries from our colleagues across Europe. These enquiries involve a whole range of policy areas, such as education, culture, health, research and innovation. Listed below are the latest partner search enquiries, which may be of interest to local authorities in Wales. Should you be interested in any project proposals or require further information then please get in touch with the relevant contact person for each enquiry. Project title: ICT and Skills & Employment Partner Searches

Lead Partner: Suffolk CC, England

Policy area: ICT and Education

Description: Suffolk County Council would like to work with local authorities and relevant organisations on two projects:

- Community owned broadband in rural communities project: to provide community owned broadband infrastructure in areas where mainstream providers will not provide such infrastructure due to perceived market failure. Further information may be found here (Word document).

Suffolk are not looking for partners for a specific project consortium but hopes to make contacts that could lead to future collaborations.

Project title: 'Utilising Open Source in the Public Sector'

Lead partner: Stevenage Borough Council, England

Policy area: Interreg IVB

Description: Stevenage Borough Council would like to find partners to work on an Interreg project involving the use of Open Source technology in the public sector. The aim of the project is to identify options and develop the use of existing Open Source technology to deliver IT solutions specifically for the public sector that can be made freely available and re-used elsewhere. Project title: Energy Research Partner Search

Lead partner: Vaasa University, Finland

Policy area: FP7 Energy

Description: The University of Vaasa, in partnership with Vaasa Engineering Ltd, would like to find partners interested in two calls within FP7 Energy, 'Energy storage systems for power distribution networks', and 'Large-scale demonstration of smart electricity distribution networks with distributed generation and active customer participation'. The University is particularly interested in projects that develop new concepts and solutions relating to the use of energy storages in hybrid power plants, and involve energy sources such as wind power. Project title: Marine Research Partner Search

Lead Partner: Danish Technological Institute, Denmark

Policy area: FP7

Description: The Danish Technological Institute would like to find partners for two calls for proposals under FP7. The first is FP7 KBBE 'Sustainable culture of marine microorganisms, algae and invertebrates for high value added products', and/or 'Modification of marine or freshwater algae to better suit industrial applications'. Project title: Social Capital Partner Search

Policy area: Social Affairs

Description: Suffolk CC would like to make contact with other European regions, cities, and local authorities who are developing front-line approaches to Social Capital, happiness and well being, social accounting and social marketing. It would like to identify and bring together examples of best practice that could potentially lead to the joint development of project proposals, and it is interested in organising exchange visits. Description: The municipality of Linköping is looking for partners to participate in a project focusing on providing IT to the residents, relatives, and staff in the elderly care sector. Project title: 'School for all'

Lead Partner: Norrköping, Sweden

Policy area: EU Comenius Programme

Description: The municipality of Norrköping in Sweden would like to find partners to participate in a Comenius preschool project. The Armbandet preschool is developing a ‘School for all’ two year project that will focus on integrating children with special needs into preschool education. Project title: Social Affairs Partner Search

Lead Partner: Ealing, London, England

Policy area: European Refugee Fund

Description: The London Borough of Ealing is looking for partners for a European Refugee Fund project to address the mental health needs of refugees and asylum seekers. The project focuses on the damaging effects of Khat, a natural plant which has a similar effect to ecstasy, on Somali, Yemeni and Ethiopian refugees. Ealing is looking for partners that face similar issues, work with Yemeni, Somali communities, and work with refugees suffering from post-traumatic stress disorder. Lead Partner: Foundation for Women and Technology, Malaga, Spain

Description: The Foundation for Women and Technology in Malaga, Spain, would like to find partners to take part in a project involving integrating women in the labour market and new sources of employment, specifically teleworking. The project would seek to compare and evaluate employment policies in participating countries, and establish an extended network that would improve collaboration between organisations, researches, enterprises, and public bodies across Europe. Description: The London Borough of Ealing would like to find partners to participate in a European Refugee Fund project. The project will focus on drug and alcohol abuse as barriers to the integration of asylum seekers and refugees into European societies. Project title: Arts and Rural Affairs Partner Search

Policy area: LEADER Programme

Description: The Pays des Six Vallees, a Local Action Group in the Poitou-Charentes region of France, are looking for another Group to set up a bilateral cooperation project on Arts in rural areas in the framework of the LEADER programme. The Group is looking for partners to organize events with local and European artists in order to make people aware about the importance of preserving the environment, as well as to facilitate public art and environmental education. Project title: Employment Partner Search

Lead Partner: Sierra de las Nieves, Andalucia, Spain

Policy area: Employment and Rural Development

Description: Sierra de las Nieves, a Rural Development Group from Spain, are looks for partners to participate in an employment project. The project aims to involve employees and companies in emerging sectors in the region, tackle long term unemployment, especially among young people, and address discrimination in the work market. The project will involve exchanging experiences with partners who have trained and upskilled employees, discussing different methodologies on territorial development, and promoting creativity and innovation between the partners. Project title: Education and Learning Partner Search

Policy area: EU Grundtvig Programme

Description: The Employment Department in the city of Aarhus are looking for partners to participate in a learning partnership project within the EU Grundtvig Programme. The project aims to exchange experience in developing and implementing guidance and counselling for senior employees in the transition from a full-time job. The project already has two European partners and are ideally looking for other partners who have experience in delivering pre-retirement courses. Description: The municipality of Amfikleia in central Greece would like to work with other towns and cities in Europe. They would like to develop twinning links, but also develop links in other policy areas, including the environment e.g. LIFE+, urban development, cultural links between schools, agricultural planning, and tourism development. Project title: Education and Citizenship Partner Search

Lead Partner: Castilla-La Mancha, Spain

Policy area: EU Comenius Programme

Description: A schools association group from Villa de Don Fadrique in the Castilla-La Mancha region of Spain would like to find partners to participate in a Comenius project. The group, including schoolteachers, library workers, and parents, represent a town of around 4500 people, and would like to work with similar-sized partners on a wide range of social and citizenship areas, including community cohesion, equal opportunities, and drug prevention. Policy area: EU Civil Protection Financial Instrument

Description: Arad County in Romania is looking for partners to take part in a project under the 2010 Call for ‘Civil Protection Financial Instruments for cooperation projects on prevention and preparedness’. The project, entitled ‘FLAMEARCS’, will focus on flood prevention management by creating an integrated regional system for monitoring, exchanging data and using similar operational procedures. Project title: Agriculture and Youth Partner Search

Lead Partner: Bas-Rhin Young Farmers Association, Alsace, France

Policy area: Agriculture

Description: A young farmers association from the Alsace region is looking for partners to take part in a 2011 event. The national and European ploughing final, which will attract some 150,000 people, will take place in September 2011, and the association are looking for partners to participate in a European village. The village will include rural regions from across Europe, and will be an opportunity to showcase products, traditions, and agricultural methods from the region. Project title: Health Partner Search

Policy area: EU Health Programme

Description: Essex CC are looking for partners to take part in health inequalities projects. Health inequalities are a key priority for the County. At this stage Essex is interested in finding out whether any projects are looking for partners to join consortia (it is not looking to lead). Essex is interested in projects that address: sharing health information or data; teenage pregnancy; volunteering for people with mental health concerns; alcohol and smoke-free homes; telecare and assisted technology; and healthy activities for disadvantaged children. Project title: Social Affairs Partner Search

Policy area: EU DAPHNE III Programme

Description: The London Borough of Southwark is searching for partners from Non-Governmental Organisations (NGOs) or public organisations to collaborate in a project combating domestic and dating violence using funding from the EU DAPHNE III Programme. Southwark’s project will seek to develop and test an educational training package to promote awareness of healthy relationships and combat domestic and dating violence. 16-18 year olds will assist in teaching and supporting their peers. The training package will be piloted in a range of community-based settings, such as schools and youth clubs, using workshops, questionnaires and group work. Project title: Sustainable Transport Partner Search

Policy area: INTERREG IVB

Description: The London Borough of Hackney is looking for partners to take part in a INTERREG IVB project. The project, under 'Priority 3: Improving Connectivity', will explore transnational actions to achieve modal shifts in transportation via the construction of cycling hubs at major railway stations. These cycling hubs will contribute significantly to achieving the targets set in the EU Sustainable Development Strategy and EU Climate and Energy Package. Description: The city of Rome is looking for partners to take part in a project under the ICT Policy Support Programme. Description: The local authority of Waltham Forest is looking for partners to participate in an INTERREG IVB project. The project is part of the Priority 4 'Promoting strong and prosperous communities at the transnational level', and they are looking for partners in North West Europe to participate in a project that will involve the sustainable and environment-friendly refurbishing of private-sector housing and sustainable tourism. Project title: 'Intermodal Logistic Centre Network' 

Lead Partner: Örebro Regional Development Council, Sweden

Policy area: Logistics and Distribution

Description: Örebro Regional Development Council is setting up a network for Intermodal Logistic Centres (ILCN) and is looking for partners to join this network. The aim of the network is exchange knowledge and experience between European partners, creating a sustainable functional network for intermodal logistic centres across the EU with a specific focus on warehousing and distribution. Project title: Health Partner Search

Lead Partner: European Social Forum of Cyprus, Lemesos, Cyprus

Policy area: EU Health Programme

Description: The European Social Forum of Cyprus (ESFC) would like to find partners to participate in a network project. The ESFC would like to establish a pilot network of health coordinators, trainers, carers, assistant nurses and regulators. The main aims of the project are to improve the skill levels of health sector workers at all levels, focus on the cross-border mobility of health workers, and creating a European Charter to include the different national employment laws and the duties of assistant nurses and carers. There will be a particular focus on people working with the elderly and people with disabilities.
