As Councils in Wales address the financial challenges of the medium term there will be a need in change the way that they work, deliver services and organise themselves. There are a range of methods and techniques being used in Wales today to make that change and the WLGA will support authorities identify which are the most suitable and successful.
At a national level there are a number of different organisations that support councils in developing robust processes to support and deliver change:

| Local Partnerships |
| Local Partnerships is a joint venture between the Local Government Association and Partnerships UK, incorporating 4ps. Local Partnerships’ mission is to enhance the quality of people’s lives by giving trusted, professional support to local public bodies to improve their ability to source and deliver high quality, cost-effective public services and infrastructure. |
| Partnerships UK |
| Partnerships UK (PUK) is a public private partnership which has a unique public sector mission: to support and accelerate the delivery of infrastructure renewal, high quality public services and the efficient use of public assets through better and stronger partnerships between the public and private sectors. |
There are also a number of private sector organisations who have worked with Welsh councils to support and deliver change:
| Vanguard |
| Vanguard has worked extensively with Neath Port Talbot and Blaenau Gwent to support the introduction of ‘lean’ process engineering. |
| PwC |
| PwC have worked with Cardiff Council to carry out a fundamental organisational review that will change the way that the council supports and provides frontline services. |
The WLGA also works closely with colleagues in the English Regional Improvement and Efficiency Partnerships, such as Capital Ambition in London to learn which approaches are working in England.
