A Council that recognises its current roles and develops people and systems to respond to the health improvement challenge will have features that include:
- Strengthened member capacity for community leadership on health improvement
- The Council harnesses the capacity of the corporate health improvement group, co-ordinating the totality of resources from the local public health team, the local health board, the voluntary sector and others
- Senior managers and policy officers have the knowledge, skills and attitudes to take forward health improvement and cross-cutting issues
